There are City rules governing a parade and each parade must have a minimum of so many bands and so many marching groups.
Many bands and military units come from all over the United States to participate in Mardi Gras parades. The Krewe pays them a fee but the marching organization usually holds fund raisers all year to pay their way to New Orleans.
They add so much to a parade.
