There was actually a lot going on when this photo was taken:

1) A plane takes off from National Airport during the 15 second exposure creating the streak in the sky
2) A photographer at the bottom of the stairs prepares to take a photo of the people at the top
3) When overcast, the sky tends to turn this bronze color at night from the city lights
4) There was enough wind to make the water smooth during the long exposure
