My most valuable document
I bought this "permit" around 1961 at a gift shop at
Roseland Park (an amusement park)
in Canandaigua, New York. The facility closed in 1985 and was replaced by a housing development.

Needless to say, this permit has been very useful throughout the years.

I don't see an expiration date, so I assume it's still valid. I have heard of that mayor.
I think he won elections in other cities, including Detroit.
