What makes the image for me here it the suggested fast motion of the passers by, and the composition that does not give her a face, as if she had bad conscience not to stop and help.

I didn't comment this image the day you edited it, and I come back to tell you how beautiful and touching this pic is. Beautiful by the composition, touching by what she tell... I love that the man is sitting on the light side, and the girl is walking on the shadow one. The wet ground accentuate the sad feeling of this scene... yes, there is today so much unseen people on our towns, we look but we don't see, selective conscience.
(btw: that doesn't matter for what you wanted to express, but does he read his paper ?)

Your comment on one of the others in the set "To have nothing is not Poverty" was my initial response to this shot...

of the three I like this the best because the composition and the subject matter come togethe most graphically here...
