I rode thru the base last Sunday, 25 August 2013 and I did not see any military equipment but did see a Firing Range that appeared to be in good shape near the back of the base, that had a sign on it that said Texas National Guard Training facility.

Hmmm. Very interesting photograph, considering that I understood Wolters was closed down when I was at Carswell in the early 1970s and the National Guard never took it over as was under consideration in those days. But it has been a long time since then, and perhaps the National Guard guys do use what is left of any of the old base training areas. This would explain the self-propelled heavy firepower you got shots of, I guess on 5 April 2006. Does the National Guard still train out there?
