The geniuses at the City of Cleveland must have a brother in law who owned this company or have debts to the Mob to pay off as they spent God knows how much on this unique, state of the art, moronic, sometimes working Smart Park System that I am now paying for each time I go here.

In theory, you drive in and look around and see green above a spot and it's available, there is an open space and you pull in. You see red that must mean a car is parked there.
