Dalaba was a place for the different groups in the region to meet. There is another building where the chiefs actually used to meet. It is supposed to be open to visitors but the person in charge was not around. (Christina indicated that this was typical behavior for people.) I just found some pictures on the Internet of the floor of the building where the chiefs used to meet. The design is exquisite.
