Beautiful example of the Urnes style (11th century). Two "ribbon animals" on 56 mm stirrup mount. AngloScandinavian, England.

Williams Class A Type 1. This example shows two fine Urnes "dragon worms", or "ribbon animals", symmetrically crossing, their necks disappearing into the mount and their tails reappearing folded over the top of the mount. Note the lower lip lappets.

Some would also see a bulbous-nosed Loki mask in the design, but I am not so sure.
