It's common in rural areas in much of the wider region including Central Asia for women to cover up just like this woman. The reason is actually mundane -- protection from the sun and wind. For instance it's easy to see Kyrgyz women in the Eastern Pamirs with the same head covering. Those women wear it because it's practical, not because it's religious.

Scary! Wow, I feel so sorry for the people of Iran, totally disconnected from today's world in their reality. Anyone under the age of 25 has known nothing but hate towards much of the world, especially the USA ... just doesn't make any sense but ... it is their belief.
