I can't say for sure but I assume that these numbers were written by hopeful winners who have placed their money on these numbers for a local 4-digit lottery. This colourful dragon features at the base of the altar in a Chinese temple and had numbers scrawled all over it. Maybe writing the numbers on the dragon will bring them a lot of luck for their big win!
