Sadly this is the local "crazy man". Yet in this brief fleeting moment I felt I captured a certain dignity. This man suffers from dementia and malnutrition. Everybody has a ration book and seemingly has enough to eat. Sadly this fellow has fallen through the cracks of the social system. We noted a lot of well-rounded tummies!
