These straw belts around trees are an old form of pest control.
Pine moth caterpillars burrow into the straw and hibernate over winter.
In spring, gardeners simply take off the straw belts and burn them.

This is done for insects in the US as well, for Gypsy moth and for cankerworm caterpillars. I suspect they did it first in Japan!
