In addition to the "three balls and crown" motif (image 3442), Melbourners also seem to be fond of the Royal coat of arms. (As perhaps befits a state named after a Queen.) In any case the gold lion, white unicorn (which could do with a touch of paint) and gold motto (which roughly translates to "God and my right") does make a colourful splash against the background of the Department of Education building in Treasury Place.
(The internal motto is "Honi soit qui mal y pense" (shame on him who thinks evil, more or less), though it's largely obscured by the critters' legs.)
